Problem/Motivation

As a follow-up to #2270815: Make schema testing code available as generic API, we can now turn some WebTestBase classes into KernelTestBase

Proposed resolution

None of these tests make web requests, they just deal with data and APIs.

Remaining tasks

Consider if ColorConfigSchemaTest and LanguageConfigSchemaTest should be rewritten to prepare the config data manually instead of through the UI.
