Problem/Motivation

@alexpott has contributed significantly to configuration system functionality that specifically supports the configuration entity system, including rearchitecture of configuration synchronization (#2121751: [META] Making configuration synchronisation work and related issues), etc. Since he has deep understanding of config entities' requirements, it makes sense for him to be listed as a co-maintainer.

Proposed resolution

Add alexpott to maintainers.txt for the configuration entity subsystem.
