This is happening in ConfigImporter::importInvokeOwner() and when #1740378: Implement renames in the import cycle lands in ConfigImporter::importInvokeRename() as well. This is too late. We should move this to validation so that we fail before the importer lands.

Postponed on #1740378: Implement renames in the import cycle and #2236553: Config import validation needs to be able to list multiple issues and the messages should be translatable
