When installing in ie Dutch the installer reports non being able to create sites/default/files/translations but should complain about sites/default/files first.

This was discussed at a Bug Smash group triage with myself and smustgrave.

We agreed that this isn't a bug, changing to a task. This needs testing to confirm it is still a problem, an Issue Summary update and likely at test. I am tagging for manual testing because that needs to be done first, to verify the problem.
