Problem/Motivation
Read first #2105863: [meta] Images, toolkits and operations!
When providing more than one toolkit operation having the same 'toolkit' and 'operations' there's no API and/or UI to select one of them to be used on the site.
Proposed resolution
Provide API and form elements in admin/config/media/image-toolkit
, under toolkit specific details section for selecting the desired plugin in case of toolkit competition.

which suggests there is a way to select the toolkit. Therefor, I am closing this as outdated.
If this is wrong, re-open the issue and add clarification of what still needs to be done.
