My guess is we have the wrong patch here as the summary states "Content admin pages".

I frankly don't think that any of it does. We have never encountered users to struggle with any of this. Its not a great UX but it doesn't suck either.

This one seems like a good thing to do, but postponed on #1921152-109: META: Start providing tour tips for other core modules. for now. Also, we should think about doing this one and admin/people the same way.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. This extension is being deprecated, see #3336033: [Meta] Tasks to deprecate Tour module. It will be removed from core and moved to a contrib project, #3376099: [11.x] [Meta] Tasks to remove Tour.

This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project and the Extensions approved for removal policies.
