#2004334: Separate Tabs (MENU_LOCAL_TASK) from hook_menu()

added a new mechanism for declaring local tasks (tabs).
For the sake of brevity, it did not include all of the available conversions.

This follow-up issue is to implement this conversion for any pages already converted to routes.
