Problem/Motivation
#1852454: Restrict module and theme name lengths to 50 characters restricts module name lengths and throws an exception when they are attempted to be enabled or upgraded.
Proposed resolution
Make it nicer by making that a requirements check.

xjmAgain, it is 50 characters, because filesystems limit names based on characters.
