Keys in manifest files contain dots, but Config does not allow for dots in config keys

Problem

• Manifest files for configuration entities contain keys with dots:
  

  stark.tools:
    name: block.block.stark.tools
  

• These keys are completely incompatible with Config.
• But yet, Config is used to write and read them.
