In #1779026: Convert Text Formats to Configuration System, formats are made into ConfigEntities, and #1868772: Convert filters to plugins converts filters to plugins.

The whole system can likely be streamlined once both conversions are done, some feedback in the format issue is being postponed until the filters patch also gets in.

This was open before #1881664: Clean up and complete text format config entity conversion, but sun scoped that out more.
