Problem/Motivation
This is a followup from #1158322: Add backtrace to all errors to add a permission on the display of error messages to end users.
The main reason for doing this is provide instant feedback for privileged users on production sites to gain the benefits of the previous issues stack backtrace while hiding ugly errors from standard users that could also be considered a minor security issue as this trace exposes the core workings of the system.
