OpenID: Implement OpenID on User Registration page as well [#1172340]

Regardless of OpenID, a user still has to register to Drupal to be able to use it.

OpenID also only appears on the login page, but not on the registration page.

In my understanding, the whole purpose of OpenID is not having to reregister to sites.

I would move this to https://www.drupal.org/project/openid but there is no 8.x version there.
