I installed Disclaimer on a clean install of Drupal 7.19. Popup does not appear. Is there some extra configuration that is needed?

I also am unable to get this to work. Did you find a fix?

edit: I'm using Drupal 7.22, Libraries 7.x-2.1, and Colorbox 7.x-2.4

Still does not work. D 7.27. Colorbox installed/enabled as well.

The dev version seems to work correctly on Firefox chrome and ie, here is the standard setup:
First install colorbox with libraries and make sure library is ok on status report (admin/reports/status)
Enable Disclaimer, by default a popup should appear on your homepage (not on admin/ pages) with no text and just "enter" and "exit"
If nothing shows up, please enable your browser console (Ctrl+Maj+i on chrome or firefox) and see if you get any js error.
