Allow usage of % on width/height settings instead of pixels for responsiveness

I noticed that on a mobile device, the disclaimer box is not fully viewable and my request would be to allow percentage on the width and height settings so that we can set a max-height or max-width of 100% so that our popup adjust itself on embedded devices.

On a mobile device, you can't even scroll the popup window and latest disclaimer doesn't work with jqModal as it just shows a white horizontal box.
