Here's a sandbox I made for kind of the same purpose:

It accidentally invokes some kind of _devel hook, can't remember which, but otherwise it has been tested and used quite a bit. (http://tinyurl.com/rulesmastery)

At this point I'm not sure whether to lump everything together, or keep some specialized modules for the bigger contrib modules.

Good point. Maybe keep all the (say) top 50 contrib in one project? (Not all of these will need their own devel modules, I guess.)
