Entity Reference Custom Blocks Incorrect

Problem/Motivation

When deploying content between environments, entity reference fields that contain custom blocks carry over the entity ID in the block description, and no other block content is carried over.

Steps to reproduce

Create a node with an entity reference field that contains custom blocks. All content will deploy successfully except for the custom block fields.
