Missing text format: filtered_html alert

Some sites may disable the "filtered_html" text format and because the text is just some simple text, I suggest we use the "plain_text" format which cannot be disabled. Otherwise when viewing a deployment plan (admin/structure/deploy/plans/list/plan_name/view) and the no results text area is shown, it logs the "Missing text filter: filtered_html" alert.
