This module is a views filter plugin. If you have multiple multi-value fields in your view in some use cases you want to make sure the delta's for all these fields are the same. For example, you have three (multi-value) fields, one for person, one for length and one for weight. If you can assume the delta's have a meaningful relation with this filter you can make sure every row has the same delta for every field.
