Produce sample OpenAPI schema

Problem/Motivation

We don't have a way to document the API that exists in Drupal core.

Steps to reproduce

Proposed resolution

As a first step try to see if openapi is a good format to document Drupal API and provides a good experience to JS developers to find informations they need to produce components/projets.
