Problem/Motivation

The layout builder toolbar's current functionality is kind of broken and incorrect. Please refer attached screenshot for more info.

Steps to reproduce

  1. Enable the Decoupled Layout Builder API module.
  2. Go to any content type. (For example - Article).
  3. Select Manage Display option and enable the Use layout builder option.
  4. Click the Manage Layout option and the toolbar will appear.

Thanks, most of the testing was in the umami theme, so we likely need something that works for all themes here
