Dashboard visibility to other users?

This is a conceptual question, and the answer is not clear from the current code.

In the MySite world, a dashboard collection could be set to 'private' (viewable only by the owner, defined as the user id with the 'edit mysite' permission) or 'public' (viewable by anyone with the 'access mysite' permission).

Do we have this concept in Dashboard? Can I look at drumm's dashboard on d.o.?
