Layout Builder add block menu is running together

Problem/Motivation

When I'm using the layout builder to add a block to a page, the menu that comes up is mal formatted. The different categories of blocks and blocks to choose from are all running together making it very hard to read and find an item. It appears that everything is on the same row instead of each item and section getting a new row in the list.

Steps to reproduce

1. Go to a page that has the option to edit the layout with layout builder
2. Select add a new block, if using a quick add module choose, "more items" or whatever will activate the full block placement menu
3. The block list menu will display in the described problematic format
