Hi,
I just did the update to d8w3css 8.x-1.9 from d8w3css 8.x-1.7 and it broke the menu. I was able to reload the older version and my menu is working as it should. Has this upgrade been tested yet? Is there a certain way to make the installment? I simply used the site to do the install. Should I manually install the new version? Please advise. http://ourrevnj.org/

flashwebcenterThe upgrade is been tested and it is working fine. http://www.drupal8.w3css.theme.flashwebcenter.com
I don't know if you are using a sub theme or not.
- If you are using a sub theme make sure you don't have a custom template for the main menu d8w3css/drupal8_w3css_subtheme/templates/menu--main.html.twig
- If you are Not using a sub theme make sure you don't have a custom template for the main menu after the update d8w3css/templates/navigation/menu--main.html.twig.
It depends on how did you update the theme. Some methods does not delete old files and this file (menu--main.html.twig) must be deleted.
The easy way, just delete the 8.x-1.7 and add 8.x-1.9, clear drupal caches and it is done.

The issue appeared to be in Chrome only. I am using a sub-theme and found the "menu--main.html.twig" file you mentioned. After deleting that file, the menu is working fine. I am please to see that a third level is available. Thank you.
