Is this the most accessible Drupal theme out there? I've been looking for WCAG, but nobody is mentioning it so far.

Also, any move afoot on user definable access keys?

I'm not sure I'd say it was the most accessible Drupal theme, as it would be impossible for me to test out every Drupal theme. :-) CWS is however designed with accessibility in mind.

As to the access keys, Access keys are due to be dropped as a requirement from WCAG2 as the commonly used keys combination may interfere with some assistive technology.

User definable access keys would be a reasonable compromise, but would require a separate module.

I've hit quite a few Drupal themes now and done enough basic testing to be impressed with yours. Always more to be done.

There are a couple of code bases for this already:

http://www.blether.com/archives/2006/02/userdefined_acc.php

And starts for use in both WordPress and Joomla:

Would be good to see one in Drupal too.

This seems like a good WCAG testing tool (but seems to be tied to WCAG 1.0 still):
