Actually, I worked out a way of using post deployment bash commands which I was able to automate.
That said, such techniques are above some site builders and many of those that might be new to Drupal. This is a general trend which bothers me. We all have to start somewhere.

In Drupal 8 we can gain almost the same result by adding exclusions to our composer.json file. You can see an example here - https://www.drupal.org/docs/develop/using-composer/using-drupals-compose.... I do not see any need to port this module.

Thank you for working on this. I plan to include it in a distribution for schools. The use case being to restrict indexing of photographs.
