Problem/Motivation

The submodules custom_elements_everywhere and custom_elements_thunder are not marked as D10-compatible in the .info files.

Proposed resolution

Use the same core_version_requirement value as for the custom_elements module:

core_version_requirement: ^8.8 || ^9 || ^10
