ctools 8.x-3.12

This is an incremental feature release for ctools. The biggest thing landing in this release is "Add Configure Filter functionality to block views configuration." -- a long standing issue that finally is here! If people have issues with it, please file new bugs. Otherwise there are some PHP 8.1 issues and other misc bugs fixed.

Note: This release is the same as 4.0.2
