Release notes

Changes since 8.x-3.0-alpha25:

  • commenting out two tests until #2671964 lands
  • expanding FormWizardBase::getFormId() to properly invoke ::initValues() when no tempstore is available.
  • moving sleep method logic from PageManager up to the class from which it inherits so that Panels and others will not need the same logic.
