When I've entered code and other items (themes, pages, media, etc.) for a new rule, but forget the title, the code is wiped out when I save the rule. All the other items are retained when the form is reloaded.

In the 1.x branch, the CSS itself was only saved to a file. If there was an issue writing to or reading from sites/default/files you would see this behavior in the form. You also see this if you restore from a backup that skipped these files because someone mistakenly assumed they could be regenerated from values stored in the database.

The 2.x branch is a complete rewrite and using CTool exports for the CSS rules making play well with Features as well as resolve issues like this.
