Paths visibility check to be reversible

Hello,

My idea here is instead of having only exclude paths option to have an option to choose to include or exclude that paths your are specifying. The use case here is that if for example I want to have the cookie control only visible on frontpage I need to add all available paths in the textarea and for example if the frontpage is node I cannot use for example "node/*" in this field.
I've made a patch for this so you can reverse the logic based on your needs.
