Gather stats for Drupal 10 readiness project adoption

Stats from 31 March 2023 that was put into #d10readiness Slack channel:

Here's an update for the project adoption sub-initiative:

• 52 projects on the spreadsheet have releases now
  • 30 of those were "adopted" and released by the person "adopting"
  • 19 of those were released by the maintainers and there was no "adoption request"
  • 3 of those were release by the maintainers and the "adoption request" was denied
• 48 projects still remain on the spreadsheet without releases
  • 10 of those have dev branches that are compatible
  • 5 of those have been adopted
  • 5 of those are pending adoption
  • 2 of those have been declined for adoption
  • 2 of these are to be released by the existing maintainer
  • 34 still need adoption
