Problem/Motivation

Currently this is an undeclared dependency and causes an error.
If the module content_moderation and workflow exists (meaning it is enabled) then we should display the diagrams for workflow. If it does not exist, we should not make them available.

This has been resolved to fail gracefully if workflows module is not enabled.
