Problem:

Users generally do not understand that one can extend drupal. #1164760: [meta] New users universally did NOT understand that you can extend Drupal
The problem is twofold: the modules page inside drupal is confusing, which won't be fixed until D8 #538904: D8UX: Redesign Modules Page
The other part is the download section on d.o., several User Testing Sessions have shown people are lost there.

The problem goes down to the very root: people do not get, that when they need a functionality (say a Wysiwyg) they can perfectly have that in Drupal.

As a part of rolling out content strategy recommendations, we'll be implementing 'Develop with Drupal' section. Which will include improved Download page, project listing pages, etc. Concerns listed in this issue will be addressed by this new section. Re-purposing the issue for planning for the 'Develop with Drupal' Section overall.

I do like the idea of providing different information for folks we know are new users. This could be just the anonymous users and users with accounts less than 1 month old (or perhaps who have visited less than 10 times).

This is a planning issue, a part of a larger initiative of content restructure on the site. This still needs to happen, there were no comments for a long time because other sections were prioritised first for the restructure. We'll change the status to Active if/when active work on this section starts.
