Release notes

This release contains a few bug fixes and usability improvements:
- More accurate difference checking. Issue: #2863704: ConfigDiffer doesn't catch some differences
- Compatibility with Drupal 8.3.x changes. Issue: #2875735: Get install profile from container, not settings, for Drupal 8.3.x
- Usability improvement for the "everything" report. Issue: #2904656: Make it clearer that a report of all types is available

There were also some coding standards fixes that had no impact on the functioning of this module, and some additional tests added to the automated test suite.
