Is there an appetite to convert the BrowserTestBase and remove the reliance on simpletest?

I could perhaps help with this. Just need to know if this is something that will be valued?

Yeah but in order to do this we need InstallerTestBase to be a browser test - that's not been done yet - I can't find a specific issue for this on #2735005: Convert all Simpletest web tests to BrowserTestBase (or UnitTestBase/KernelTestBase)
