This module is no longer supported, we have switched to Asset Injector instead as it provides the same CSS functionality as well as allowing JS injection in the same way. Previous description below:
Provides a configuration entity for CSS that can be applied to sections of the site, using the same visibility logic as blocks.
Any CSS applied to a page will be placed at the very end of the CSS imports, so can override any existing styles from the theme.
