Arrange Menu and upload Company Logo

Hello

I'm trying to arrange the menu so the Home page is first. When I get the to Home » Administration » Structure » Menus and click it tells me to drag and move but it will not let me drag it to move it. I have tried 3 different browsers. IE, Chrome, & FireFox. Please help with this issue.

Now As for the Logo. I try the upload a image to replace the default logo. The image is in jpeg format. once I choose the file and click save configuration I get the following.

The specified file sfmlogo.jpg could not be uploaded. Only JPEG, PNG and GIF images are allowed.

This is urgent as The company website need to be up by Feb 15 2013. Thanks for you support.
