Add status to Organizations

Problem/Motivation

Organizations should have a state field. Basic functionality would require disabling an organization which would be interpreted similarly to blocking a user i.e. blocking all users members of the organization. However, some users may be members of other organizations as well and have access through them. Also, it may be required to keep access for users but not give them the ability to place orders.

A state field instead of a boolean field might give us more options, including defining actions to take during transitions. Review requirements for most common cases and decide on a solution.
