Releases for Commerce Tax -- Washington State

Add support for Commerce 3 and Drupal 11.

Drupal 10 compatibility.

Main fix is handling exceptions when the web service is not available -- the state's web service is actually down today, so this is needed to process taxable transactions.

Also some code style fixes.

Preliminary release that supports changes to order items in Commerce 8.x-2.8, based on #2981446: Order item adjustments are now calculated based on the order item total, not the unit price.

This is a full release compatible with up to Commerce 8.x-2.7. It has been used in production for several months without issue, so going ahead and releasing now.

Commerce-8.x-2.8 requires a logic change in how taxes are calculated. Use this version if you are using Commerce 8.x-2.7 or lower. We will release 8.x-2.0 of this module after Commerce 8.x-2.8 has been released.

The only changes since 8.x-1.0-alpha1 are the dependencies and version constraints added.
