commerce_customer_address error when changing from S1 to E1 payment type

I have pulled off my hairs for days to find out how to fix this error when I change the payment type from S1 to E1. So basically it works without any error on S1 type and the error below just appears when use E1 type. I have tried to use the commerce repair module in order to fix the problem, but it doesn't help. :/
