Notice: Undefined offset: 4: Add a check on each country rate when import rates from CSV

In SoColissimo_tarifs.csv, when I delete the last rate (belgium rate 6,75) on the first line and import file. I have this notice "Notice: Undefined offset: 4 ..." (cf image file).

$line[4] doesn't exist.
