Set up flate rate shipping/ Checkout flow

I hesitate to post in here but there is very limited documentation and I'm really struggling to figure this out. I'm trying to set up a single flat-rate shipping method.

- I installed the module
- I set the default order type checkout flow to shipping
- created a flat-rate shipping method Commerce -->Configuration -->Shipping methods

The expected behavior is that when the module is installed and configured, the checkout flow should change and I should see a form to collect shipping information and the flat-rate i created should be displayed or added to the order total. Despite shipping being included in the 'shipping' checkout flow, the flow isn't changing. Only billing information is being collected.

Do I need to add fields for the shipping address myself under order type or somewhere else? I'm obviously missing something here. Any suggestions?
