When adding a shipping method it would be nice to be able to use negation to the "Limit by shipping address" conditions. This would allow, for example, to easily set up an "international" shipping method.

If I understood you correctly, the related issue I've added already has a patch for this. If you need it for another field, perhaps use the same concept as the patch in that issue?
