As far as we can see, the module does not have Drupal 8 version of it. We've started work on this, which already has working version for decoupled commerce experience. The repository is available here: https://github.com/systemseed/commerce_paypal_ec.
If you don't plan to work on Drupal 8 version on your own, do you mind adding me as a co-maintainer so that my team could carry on the module's development through Drupal.org?

I'm not sure there's a need for this module to exist or be ported to Drupal 8 at all. Can we just instead turn this issue into one of documenting the upgrade path to the other module?

SpleshkaHi @rszrama, thanks for the feedback and apologies for the long reply - the issue seems to have fallen through the cracks and I just realized there is an actual respond to it!
Basically, the original aim of our project on Github was to cover the decoupled experience of paypal integration with Paypal. The example of it implemented in the real life you can find here: https://www.concern.net/donate (click donate button and to through the donation form till the very end where it has payment selection options). I'm not entirely sure whether the official https://www.drupal.org/project/commerce_paypal supports that, especially stuff like recurring payments via express checkout flow. I'd be happy to figure this out together though and up to the idea of merging the work together to avoid duplicating modules with relatively similar functionalities.

jwilson3I can confirm that Drupal 8 https://www.drupal.org/project/commerce_paypal does not support recurring payments or integrate with commerce_recurring.
