Some neteller payments may not be instantaneous. So it's a good idea to scan all pending transactions via cron and ping their remote status every now and then.

I attach the patch that does the trick. Additionally I've done some refactoring to make it a little easier to check remote transactions both in real time (when the user returns from the neteller gateway) and via cron.
