Failed payment create a new order

Problem/Motivation

The checkout flow proceeds and generates a new order even if the payment is declined.

Steps to reproduce

Use a declined card to pay; a new order is created without a payment record.

Proposed resolution

Prevent order creation on failed payments and show an error instead.
