Discounts should be able to activate one or more blocks

Related to this issue: #1665600: "Offer Details" button not working

It would be fantastic if we could select from a list of blocks when creating/editing a discount which ones we want to activate when this discount is active. Additionally, it would be nice if we could select a discount that would activate a block when creating a block (one to many with backreference).
