Can't find new rule action, 'Apply coupon to line item..."

This is a great addition, I hope it becomes a full feature.

I am having some trouble though. I cannot find the new rule acction, "apply coupon to line item." I have installed and enabled the module, all looks fine on the features admin page. I have applied the patch, and I can see the additions in the appropriate rules file.

However, when I 'add action' to the Loop within the percentage rule, I cannot find the new action, it is not listed. I see no errors, I have flushed cache with the UI, with drush, and by truncating tables.

Any ideas? I am at a loss...
