Payment information token should be initialized

Hi,

I think that the token [commerce-order:payment-method-information] must be initialized. If more payment methods are used that are not custom offline the token shows without replacement. For example if a user pay with Paypal the token is not initialized and the user view the token instead the replacement.

For this case i think that the token must value empty string.
