Promotion enabled/disabled operations were reverted by mistake

As part of #3189445: Add an operation link to promotions to toggle their status, operation links to enable/disable promotions were introduced, but these operations are no longer displayed.

We need to restore the operations, reverted by mistake as part of #3248910: Revamp the promotions admin list using a view.
